Dr. L. MuruganA biography in public record

Dr. L. Murugan was born on 29 May 1977 at Konur, in the Namakkal district of Tamil Nadu. His Rajya Sabha biodata names his parents as Shri Loganathan and Smt. Varathammal. PIB releases give his full name as Dr. Loganathan Murugan.

He studied law in Chennai. The Ministry of Information & Broadcasting records that he received his law degree from the Tamil Nadu Dr. Ambedkar Law College, and his master's and doctoral degrees from the University of Madras. His parliamentary biodata lists a P.G. Diploma in Intellectual Property Rights, an LL.B., an LL.M. in International Law and a Ph.D. in law. Law was his profession before public office. The Ministry records that he practised for at least fifteen years. His Rajya Sabha biodata records his service as Standing Counsel for the Central Government at the Madras High Court. The same biodata describes his profession as "Advocate, Agriculturist and Political and Social Worker".

His Rajya Sabha biodata sets out his organisational career in order. From 1997 to 2001 he was president of the ABVP unit at Dr. Ambedkar Government College. From 2001 to 2005 he held various positions in the Dharma Rakshana Samiti, Chennai.

In the Bharatiya Janata Party's Scheduled Caste Morcha in Tamil Nadu, he was State Vice-President from 2006 to 2009 and State President from 2009 to 2014. From 2014 to 2017 he was the Morcha's National Secretary. In the same period he was a member of the Dr. Ambedkar Foundation under the Ministry of Social Justice.

The fifth National Commission for Scheduled Castes was constituted on 1 June 2017, with Prof. (Dr.) Ram Shankar Katheria as Chairman and Dr. L. Murugan as Vice-Chairman. The Commission's annual report records this. It is a constitutional body that safeguards the rights of Scheduled Castes. His biodata and the Ministry profile date his tenure as Vice-Chairman from 2017 to 2020.

In March 2020 he was appointed President of the BJP in Tamil Nadu, and he held the post until July 2021. The Ministry's profile records that he was the first from the Arunthathiyar community to hold the post. He contested the 2021 Tamil Nadu Assembly election from Dharapuram and was not elected.

On 7 July 2021 he was sworn in as a Union Minister of State. That evening's portfolio communiqué assigned him to the Ministry of Fisheries, Animal Husbandry and Dairying and to the Ministry of Information & Broadcasting. He took charge at Information & Broadcasting the next day. In September 2021 he was elected to the Rajya Sabha from Madhya Pradesh, and his first term began on 27 September 2021.

He was re-elected in 2024, and his second term began on 3 April 2024. The same year he contested the Lok Sabha election from Nilgiris and was not elected. After the new government was formed, the communiqué of 10 June 2024 named him Minister of State in the Ministry of Information & Broadcasting and in the Ministry of Parliamentary Affairs. He assumed charge at Information & Broadcasting on 11 June 2024.

In the 2026 Tamil Nadu Assembly election he contested Avanashi (SC). The Election Commission's results record him in second place. He continues as Minister of State and as a Member of the Rajya Sabha.

In the Ministry of Information & Broadcasting, his documented work covers public service broadcasting, FM expansion, film festivals and what official releases call India's creative economy. In the Ministry of Parliamentary Affairs, it includes the National e-Vidhan Application, which moves India's legislatures to paperless working.
