Union Minister of State
Minister of State for Information & Broadcasting and Minister of State for Parliamentary Affairs, Government of India
An advocate trained in law in Chennai, with a Ph.D. in law from the University of Madras, Dr. L. Murugan has held national office since 2017. He was Vice-Chairman of the National Commission for Scheduled Castes, and since 2021 has been a Union Minister of State.
He was born on 29 May 1977 at Konur in Namakkal district, Tamil Nadu. He practised law for at least fifteen years and served as Standing Counsel for the Central Government at the Madras High Court. He rose through the organisation of the Bharatiya Janata Party in Tamil Nadu and was its State President from 2020 to July 2021.
He entered the Union Council of Ministers on 7 July 2021 and has represented Madhya Pradesh in the Rajya Sabha since September 2021. Since June 2024 he has been Minister of State in the Ministry of Information & Broadcasting and in the Ministry of Parliamentary Affairs.

Appointed in the portfolio allocation of 10 June 2024. The Ministry plans and coordinates the government's legislative business in both Houses.
He has represented the Ministry at events for the National e-Vidhan Application, which is moving state legislatures to paperless working. These include the launch for Puducherry in June 2025 and the West Bengal MoU in June 2026.
As Minister of State for Information & Broadcasting, he answers questions on broadcasting and media in both Houses.
He has been Minister of State in this Ministry since 7 July 2021, and was reappointed in June 2024. It is the central institution for India's public information, broadcasting policy and films.

Film, broadcasting, animation, gaming and digital content now make up a policy field of their own. In it, Dr. Murugan has represented the Ministry at IFFI and the Mumbai International Film Festival, at WAVES 2025, and on India's first ministerial delegation to the Busan International Film Festival.
